of 2010. At stake is US$1.2 billion in annual industry savings.

in the air cargo industry (Freight Forwarders, Customs, Shippers,
etc.) need to meet and share their best practices, issues
and solutions in order to meet the implementation of e-Freight
target date of 2007 for early adopters, and 2010 for the balance
of the industry, when 95% of worldwide cargo volumes' information
will be electronically enabled.
In order to promote IATA e-Freight, and share
any issues/solutions related to the cargo industry, a Simplifying
the Business Conference is being held in November 2005.

IATA's 39th Revenue Accounting Meeting

in the past years, Kale was one of the main sponsors of IATA's
39th Revenue Accounting Meeting (RA39) held in Vancouver on
13-15 Sep 05. Kale showcased its industry leading solutions

& protection.
This year's Meeting had a record attendance
by airlines. The delegates were mainly senior management members
responsible for revenue accounting function.
It was clear that airlines' interest in IATA's

(NFP) in F&F.

39th General Prorate Meeting

Prorate
Agency (IATA) held the 39th General Prorate Meet at Bangkok
from 03 to 05 May, 2005. About 175 delegate airlines attended
the meeting. Various items discussed during the meeting included
1) “Proviso composer system” as developed by IATA
2) future proration rules 3) Q surcharge.
Proviso composer system - IATA has developed
“Proviso Composer System” for airlines to file
their provisos using this system. Earlier the airlines used
to file provisos in various formats (e.g. word, excel, typed,
etc.)
Future Proration Rules -
Many airlines voiced their concerns about the current prorate
rules which are part of Multilateral Prorate Agreement (MPA).
Two path breaking proposals, DIPV and DSB to change proration
rules with focus on interline settlement were discussed. The
driver for both these proposals is to address one of main
concern areas of interline billing amounts for tickets sold
on net fares. Declared Interline Prorate Values (DIPV) proposal
has been accepted for starting of a project under Prorate
Agency budget along with formation of a working group to discuss
and iron out all issues. Within a year, the project director
will submit the proposal to all airlines and would be tabled
in Special Prorate Meeting to be held in 2006. Dynamic Sector
Billing (DSB) proposal was based on DIPV concepts, but the
implementation aspects were addressed in this proposal. This
proposal was rejected. Nevertheless, later on it was discussed
and agreed that DSB aspects would be considered in the project
mentioned above.
Q Surcharge - A proposal
was tabled to determine which coupons, entitled to receive
the surcharge, should be based on the tariff applicable i.e.
to prorate/ allocate surcharges as per fare rules file with
ATPCO. This proposal was rejected. The significant reasons
for rejection were cost of development of logic in proration
system and Price of fares data. The airlines have taken majority
view that GDS/ CRS need to be improved to show the surcharges
correctly in fare calculation area (FCA). The proration/ allocation
of surcharges must be based on FCA; not fare rules.
Airlines also discussed their queries about
the First & Final Billing - Neutral Fare Proration (NFP)
with Kale and ATPCO. Kale's APEX™ and ATPCO's CIPS are
the only two proration engines selected from AIA's Fist &
Final billing initiative.

TIACA 2005 Executive Conference and Annual General Meeting

For many years now, Kale Consultants has been an active member
and strong supporter of The International Air Cargo
Association (TIACA) – an organization that
exists to advance the interests of the air cargo industry
and strengthen its contribution to world trade expansion.

As a full Trustee Member, Peter O'Sullivan (Vice-President
Cargo Solutions, Kale) recently attended the annual
TIACA Executive Conference held in Istanbul – a location
chosen because of its growing importance as an air cargo hub
and its geopolitical importance as a city linking two continents
with multiple cultures.
The event was well attended, with over 250
representatives from many airlines, airports, and trade organizations
meeting to discuss industry trends and to determine strategies
to enable the free and open movement of cargo around the world.
All the speakers at the event agreed that
cargo had fully recovered from the 2001 and 2003 disruptions
without any lingering effects and that the underlying positive
fundamentals, such as the development of traffic from Asia,
had reasserted themselves. The event also focused towards
the role of IT in the Cargo industry and discussion on liberalization
of trade which featured some excellent and high profile speakers.
One of the highlights of the 2005 TIACA Executive
Conference was a gala dinner, sponsored by Turkish Airlines.
For Kale Consultants, in its role as TIACA Trustee, the event
provided a good opportunity to further strengthen its relationship
with many industry players and maintain its position as a
major influencer in today's cargo IT industry. |
